(Please note that some reports may be large documents requiring a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

Effective October 1, 2023: Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members of the public may also provide written public comment submitted via email to: towncouncil@townofwindsor.com, please submit them via email to the Council by 12:00 p.m. on the day of the meeting.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

10.1 Approval of Minutes
Approve the regular Town Council meeting minutes of April 3, 2024.
10.2 Approve Check Register No. 618
Approve check numbers 98386 through and including 98636 and 25423 through and including 25451 (payroll).
10.3 Amendment No. 8 to the Collection Services Agreement with Sonoma County Resource Recovery, LLC
Adopt a resolution approving Amendment No. 8 to the Collection Service Agreement with Sonoma County Resource Recovery, LLC, for the annual adjustment to maximum compensation and rates.
10.4 General Plan Annual Progress Report 2023
Receive a report on the General Plan Annual Review 2023 which must be submitted to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research (OPR) annually.
10.5 Approve Amendment to an Agreement with Coastland for the Sidewalk Gap Closure at 8886 Windsor Road Project
- Adopt a resolution amending the Approved Fiscal Year 2023-24 Budget in the amount of $260,000 for the Sidewalk Gap Closure at 8886 Windsor Road Project.
- Approve Amendment No. 1 to the Professional Services Agreement with Coastland Civil Engineering for the Sidewalk Gap Closure at 8886 Windsor Road Project in an amount not to exceed $17,510.67 and authorize the Town Manager to execute said amendment on behalf of the Town and any contract amendments up to 20 percent of the new contract amount.
10.6 Tree Preservation and Protection Ordinance Amendment
Hold second reading, by title only, and adopt an ordinance amending the Town of Windsor Zoning Ordinance, Chapter 27.36 - Tree Preservation and Protection, to remove the percentage cap on allowed mitigation fees and forfeited security deposits collected that can be used for maintenance of protected trees to assist in emergency mediterranean oak borer treatment of heritage oak trees on public property within town limits.
10.7 Professional Services Agreement with Hildebrand Consulting for a Water and Water Reclamation Rate Study
Authorize the Town Manager to approve a Professional Services Agreement with Hildebrand Consulting to prepare a Water and Water Reclamation Rate Study and authorize the Town Manager to execute said agreement and approve contract documentation and amendments up to the authorized budget and scope of work on behalf of the Town, for a total amount not to exceed $119,700.

Adopt a resolution approving the name change of Pleasant Oak Park to David Smith Memorial Park.
12.2 Discovering Windsor Through Art Program Recommendation
By motion, approve the Public Art Advisory Commission recommendations for the 2024 Discovering Windsor Through Art utility box painting program.
12.3 Downtown Specific Plan/Station Area Plan
Receive an informational presentation on the Downtown Specific Plan/Station Area Plan.
12.4 Adopt Resolutions of Intention as Part of Fiscal Year (FY) 2024-25 Annual Proceedings for Windsor Assessment Districts
- Adopt a resolution indicating intention to levy and collect annual assessments, preliminarily approve the FY 2024-25 Annual Engineer's Report for the Windsor Landscaping and Lighting Special Assessment District (LLAD-1) and set the time and date for the public protest hearing.
- Adopt a resolution indicating intention to levy and collect annual assessments, preliminarily approve the FY 2024-25 Annual Engineer's Report for the Windsor Landscaping and Lighting Assessment District No. 2 (LLAD-2) and set the time and date for the public information meeting and the public protest hearing.
- Adopt a resolution indicating intention to levy and collect annual assessments, preliminarily approve the FY 2024-25 Engineer's Report for the Town of Windsor 1982 Act Benefit Assessment District (82-AAD) and set the time and date for the public information meeting and the public protest hearing.
12.5 Amendments to the Rules of Conduct of Meetings of the Town Council
Adopt a resolution rescinding Resolution No. 3754-22 and amending rules for the conduct of meetings of the Town Council.
12.6 Town Council and Mayoral Term Limits
Provide direction to staff regarding drafting an ordinance creating term limits that would be submitted to the voters.
